JOHNSON: <br /> <br />being required to attend the meetings. This is <br />just a matter of form to give the Governor <br />some guidance in responding to a request from <br />the Southwest Water Council that the state <br />approves or disapproves of the Constitution <br />and By-Laws and the state designates three <br />members, one of whom shall be a voting member, <br />to attend these meetings when, as and if, they <br />see fit. That's all in the world it does." <br /> <br />"But I think the motion indicates that we <br />don't have enough knowledge to know whether we <br />should approve and sanction them or not." <br /> <br />"I should like to have a stateml'lnt from the <br />Governor that if we pass this thing that entitles <br />him to make his representation there and does <br />he want it? If we had this at our next meeting <br />then we could go ahead with it." <br /> <br />"He does. <br />group will be <br />Board." <br /> <br />But the next meeting of this <br />prior to the next meeting of this <br /> <br />"May I ask this? Is it essential that we <br />become a member and adopt the constitution as <br />presented, prior to the next meeting of this <br />group? Couldn't it be done at the second meet- <br />ing of this group as well?" <br /> <br />"Well, it could be, Pete, but I doubt if <br />we'd have any more information. It would appear <br />to me that a proper action of the Board would <br />be that there are no criticisms, no objections, <br />to the context of the Constitution and By-Laws. <br />Any more information on what they actually do <br />would be superfluous. We may go along for two <br />or three meetings and do nothing and they may <br />start something at the next meeting., As it <br />stands, if we attend the meetings, it's attend- <br />ing them witl1 virtually no status. ~le have not <br />approved the Constitution and By-Laws and we <br />have not had a member to the Council designated <br />who can vote." <br /> <br />"Mr. Kuiper, are you going to attend the <br />next meeting of this Council?" <br />
