I

I

MR. STAPLETON:

MR. MC CANDLESS:

MR. KUIPER:

MR. PETERSON:

MR. KUIPER:

GOV. JOHNSON:

being required to attend the meetings. This is
just a matter of form to give the Governor
some guidance in responding to a request from
the Southwest Water Council that the state
approves or disapproves of the Constitution
and By-Laws and the state designates three
members, one of whom shall be a voting member,
to attend these meetings when, as and if, they
see fit. That's all in the world it does."

"But I think the motion indicates that we
don't have enough knowledge to know whether we
should approve and sanction them or not."

"I should like to have a stateml'lnt from the
Governor that if we pass this thing that entitles
him to make his representation there and does
he want it? If we had this at our next meeting
then we could go ahead with it."

"He does.
group will be
Board."

But the next meeting of this
prior to the next meeting of this

"May I ask this? Is it essential that we
become a member and adopt the constitution as
presented, prior to the next meeting of this
group? Couldn't it be done at the second meet-
ing of this group as well?"

"Well, it could be, Pete, but I doubt if
we'd have any more information. It would appear
to me that a proper action of the Board would
be that there are no criticisms, no objections,
to the context of the Constitution and By-Laws.
Any more information on what they actually do
would be superfluous. We may go along for two
or three meetings and do nothing and they may
start something at the next meeting., As it
stands, if we attend the meetings, it's attend-
ing them witl1 virtually no status. ~le have not
approved the Constitution and By-Laws and we
have not had a member to the Council designated
who can vote."

"Mr. Kuiper, are you going to attend the
next meeting of this Council?"
