KUIPER: <br /> <br />Mr. Chairman, you and I and the Governor <br />serve on the Missouri River States Committee <br />which is limited to governors and their repre- <br />sentatives of the ten states in the Missouri <br />River Basin and I assume that this organization <br />would attempt to accomplish approximately the I~' <br />same thing for the Colorado River Basin. I <br />feel, as Mr. Kuiper does, that this is something <br />that you can't afford to stay out of, even if <br />you don't accomplish anything by being in it." <br /> <br />"If we are just going to approve the Con- <br />stitution and By-Laws, it is my observation <br />of them that they could have been written by <br />any lawyer, after a year at law school, in about <br />thirty minutes. So I don't see any problem <br />there about the Constitution and By-Laws. The <br />question I raise is what pig in what poke we're <br />buying and all the circumstances about it. I <br />don't know whether the governors attend or who <br />they send. I'd like somebody to table the <br />motion of this consideration until we get a <br />full report frOm Mr. Kuiper at the next meet- <br />ing as to just what his first hand impressions <br />are." <br /> <br />"Mr. Chairman, I would like to move that <br />we table this item at the present time. I <br />would also like an analysis of this organization <br />from Mr. Kuiper and also an opinion from our <br />Attorney General as to the constitutionality of <br />our approving any such articles of the Consti- <br />tution and By-Laws." <br /> <br />"Second the motion." <br /> <br />"May I say something before this is voted <br />upon? All this will be is a recommendation to <br />the Governor. It does not commit this Board <br />or the state to anything. It's simply an <br />approval, for the record, of the Constitution <br />and By-Laws and that's absolutely all it would <br />be. We're not being committed to a thing; we <br />are not being committed to the expenditure of <br />any money; we are not being committed to even <br />attending the meetings, at least we are not <br /> <br />I <br />
