The <br />Governor did not want to take it upon himself <br />to approve the constitution and By-Laws without <br />approval of the Water Board first. He wanted a <br />recommendation from the Board that the Constitu- <br />tion and By-Laws be approved as submitted. We <br />commit ourselves to nothing if we approve them. <br />The other thing is that he would like recom- <br />mendations from the Board as to the appointment <br />of memberShip to this group." <br /> <br />"Have any other states approved this? Is <br />there any method whereby a state may withdraw <br />after they get in?" <br /> <br />IIYes." <br /> <br />"Yes, on six months notice." <br /> <br />"On six months notice." <br /> <br />"All of the other states have approved the <br />Constitution and By-Laws." <br /> <br />"Mr. Chairman, I'd like to comment on it in <br />this fashion. This appears to be an organiza- <br />tion of the states in the Colorado River Basin, <br />and I might state for whatever help it is, that <br />if Mr. Eakes should ask me the question about <br />what the Missouri River states Committee does, <br />I'd have to give the same answer that Mr. <br />Kuiper gave on this one. I have attended, with <br />one exception, every meeting for the last three <br />and a half years. You might expand that a <br />little bit and say, what do you accomplish by <br />the Pacific Southwest - let me limit it to the <br />Missouri Basin since this is one that I have <br />some familiarity with. If you ask me what the <br />Missouri Basin Inter-Agency Committee accom- <br />plishes I'd have to give about the same answer <br />that Len gave on this one. <br /> <br />This seems to me an approach to a problem <br />to which Mr. Aspinall's Bill on River Basins <br />attempts to reach a solution. Whether that's <br />the best one or not I do not know. <br />
