California and Nevada have <br />problems outside of the Colorado River Sasin. <br />Arizona and New Mexico have problems that are <br />not within the Colorado River Basin. Utah has <br />some problems with Nevada which are not within <br />the Colorado River Basin. These groups of <br />states, the five original ones, got together. <br />Now by inviting Colorado and Wyoming to come <br />into the picture what you are essentially get- <br />ting, as Dave Miller mentioned, is a Colorado <br />River council with some outside fringe areas <br />that would still be incorporated in it. <br /> <br />I <br /> <br />I look at this Council as a matter of in- <br />surance. If all states within the Colorado <br />River Basin are members of this Council and are <br />working independently of Colorado and we are <br />not a member state, we know not what is 'going <br />, <br />
