These groups of <br />states, the five original ones, got together. <br />Now by inviting Colorado and Wyoming to come <br />into the picture what you are essentially get- <br />ting, as Dave Miller mentioned, is a Colorado <br />River council with some outside fringe areas <br />that would still be incorporated in it. <br /> <br />I <br /> <br />I look at this Council as a matter of in- <br />surance.
