Frankly I think that,is the basis on which
I certainly would recommend membership by the
State of Colorado and this is based on the
states who are initially active in the formula-
tion of this organization, most of whom have
interests which are contrary to the interests
of Colorado. So it was my feeling that we ought I'="
to attend these meetings to see that actions
which may be inimical to Colorado are at least
known about beforehand and can be headed off
at this time. This actually, and frankly, is
the only purpose I can see for our joining it."

"How many meetings have you attended of
this?"

MR. KUIPER:

"Two. II

"Mr. Chairman."

MR. STAPLETON:

"Mr. Nelson."

MR. NELSON:

"What does it do?"

MR. STAPLETON:

"What do the meetings consist of? What
kind of agenda items do they have?"

MR. KUIPER:

"At the last meeting they had,a report on
a proposed joint project between California and
Nevada. A report from the states ,that went
into one of these debating societies. Of course,
it hasn't gotten off the ground. Maybe they
will do something more constructive in the
future."

"It will be in January sometime."

"Who pays the expenses of it?"

"No - no assessments, no fees."
