<br />I <br /> <br />I <br /> <br />think you were all furnished with a copy of <br />this Constitution and By-Laws some several <br />months ago. There is a meeting of this group <br />scheduled in January. I have attended two of <br />the meetings of this group, representing the <br />State of Colorado in an informal sort of a <br />manner, because no designation of a representa- <br />tive has been made. The Governor felt that this <br />Board should approve the Constitution and By- <br />Laws before he submitted his approval to this <br />group and would like a recommendation from this <br />Board as to the appointed representatives of <br />the State of Colorado. <br /> <br />Actually, acceptance of the Constitution <br />and By-Laws at this time would be substantially <br />a confirmation of what has already been done <br />by this Southwest Water Council. They did ap- <br />prove, by a majority of the people present, <br />the Constitution and By-Laws as submitted at <br />their last meeting. I might say that I voted a <br />conditional approval for Colorado, being condi- <br />tioned upon no objection by this Board to any <br />of the things that are contained in either the <br />Constitution or By-Laws. If you do have SOIDe <br />objections to any of them, that vote would be <br />withdrawn." <br /> <br />MR. EAKES: <br /> <br />"Len, you might explain what this Council <br />is." <br /> <br />MR. KUIPER: <br /> <br />"I don't really know what it is." <br /> <br />MR. EAKES: <br /> <br />"I'm sorry I asked." <br /> <br />MR. KUIPER: <br /> <br />"These organizations spring up, and there <br />are a number of them throughout all of these <br />states, a great deal of which, and I would pre- <br />fer this did not get into the press, I mean <br />these are off-the-record comments, we have to <br />attend and maintain membership so that we can <br />defend ourselves in the clinches in some of <br />these battles that come up. We don't know what <br />these people are doing and the only way to find <br />out is to get into this and attend the meetings <br />and see what they're doing. <br />
