that and if you feel we have gone overboard or
outside the intent and policy of this Board, we
should like to correct that. This was gone over
again with Ray Moses and it is our feeling that
the statement which we submitted and which,
incidentally, was read into the record by Mr.
Peterson of this Board, is in line with the
Board's policy.

I think, Mr. Chairman, that constitutes my
report for today."

"Thank you, Mr. Kuiper. Mr. Peterson, do
you have any remarks on that Montrose meeting
that you care to present to the Board?"

"No, except to state that our time to pre-
sent the statement was cut so drastically that
it was impossible to present orally the state-
ment prepared by Mr. Kuiper. So therefore it
was cut considerably but the entire report is
in the record.

In addition to that, there was only one
question asked me by Judge Chenoweth which was
a direct question that required a direct answer.
He asked if we were in favor of the bill or not
in favor of the bill and my answer to that was
that I thought the popular opinion of the Board
was that we would be very happy if there were no
bill. Other than that, that is the only state-
ment I made that would be in the record that
was not a part of the printed matter."

Let's now go to agenda item #8 'The Con-
stitution and By=Laws of the Southwest Water
Council' and I'll ask the Director to discuss
that. "

"This matter was brought up quite sometime
ago and because there was no particular urgency
to it at that time, and other business was more
urgent, it has not been considered before. I
