STAPLETON:

MR. Me CANDLESS:

MR. KUIPER:

"Who started it? Who's the guiding light
behind it? What lobbyist was involved?"

"I think that's best answered by reading the
first sentence under 'Membership':

'The membership of the Council shall con-
sist of tnree representatives of each of
the states of Arizona, California, Nevada,
New Mexico and utah, appointed by and
serving at the pleasure of the respective
governors. Wyoming's motives, frankly, are
essentially the same as ours, to be present at
these meetings. Something constructive may come
up.u

"Mr. Chairman."

"Mr. McCandless."

"I would like to see this matter delayed
until we have more information on it. We're
sitting in the dark now."

"I don't think there would be any more in-
formation available, Ted, unless we go ahead and
continue to attend the meetings and develop this.
I think it would be misleading to be less than
frank in answering these questions. That's
