<br />I <br /> <br />session of the Congress has injured the whole <br />reclamation program. As a result, today recla- <br />mation is at the crossroads. The manner in <br />which reclamation progresses in the west in <br />future years may very well depend on what this <br />Commission does in this matter. This is our <br />golden opportunity to restore reclamation to <br />its rightful place in the development of our <br />most precious resource -- water. <br /> <br />Since the adjournment of Congress in <br />September, it is apparent that practically <br />everyone of our western Congressional leaders <br />feels that this matter must be resolved on the <br />facts. Congress is the final arbiter but there <br />is no question that our western Congressmen are <br />looking to this Commission for active participa- <br />tion and strong leadership in this vital matter. <br />Today we have taken the first step in meeting our <br />responsibilities. <br /> <br />I <br /> <br />I might say further that these sessions <br />between the Bureau and interested parties, a <br />whole series of meetings, are being held in <br />which differences are to be worked out on an <br />amicable basis which is a fine and constructive <br />way to proceed. The Upper Colorado River Com- <br />mission needs to know what is going on in these <br />meetings; what conclusions are being reached; <br />and what proposals are being presented. And <br />that is the way we are going to proceed. Now <br />we set a time limit. We are working under a <br />very definite time limit. We don't have very <br />much time to get into this whole thing but with <br />respect to the time features we are on a par <br />with the private utilities, with the preference <br />users and with the Bureau itself because the <br />whole program of study has been changed since <br />the session of Congress and so we can start on <br />an equal par with them and make studies and <br />analyses on what they do. <br /> <br />Now I'd be very glad to read into the record <br />here the resolution which was adopted if you <br />want that done." <br />
