"Thank you, Governor. Does anyone desire
that the resolution be read into the record?
It is included in the papers in your folders.
I would see no reason, Governor, to put it in
the record at this time. Do you have any comments
specifically about the resolution itself that
you would like to make?"

"None. I don't care to add any in addition
to these that I have made. The resolution is
one that has been worked out with a great deal
of care by a great many people and it naturally
has to be a compromise; you don't sit down with
a dozen different people having a dozen different
views and come up with anything tha t isn't a
compromise. I would be very happy and pleased
if the Acting Director, Mr. Kuiper, would com-
ment on the matter that's before the Board at
this time."

"Kuip, why don't you make that a part of
your report?"

"You all have a copy of this resolution in
your folders, together with the directive to
the SecretarY-Engineer of the Commission to
implement this report and get the commission to
work. To clear up some misunderstandings that
have occurred in the past, it is not the intent
of the Commission to start from scratch and
develop a comprehensive report on this problem.
The only thing which the Commission staff will
have time to do will be to make as detailed a
review as possible of the various proposals that
will be presented and to work with the Secre-
tary's office and the Bureau of Reclamation in
order to insure that the Basin Fund is maintained
at a maximum figure so that we will have the
money and the credits available for construction
of the participating projects.

We are very encouraged with the things that
the Bureau is doing now. I might state that in
September when Larry Sparks was still here, that
we detailed some specific criticism that we had
with the plan that was then before us - specific
