I don't care to add any in addition <br />to these that I have made. The resolution is <br />one that has been worked out with a great deal <br />of care by a great many people and it naturally <br />has to be a compromise; you don't sit down with <br />a dozen different people having a dozen different <br />views and come up with anything tha t isn't a <br />compromise. I would be very happy and pleased <br />if the Acting Director, Mr. Kuiper, would com- <br />ment on the matter that's before the Board at <br />this time." <br /> <br />"Kuip, why don't you make that a part of <br />your report?" <br /> <br />"You all have a copy of this resolution in <br />your folders, together with the directive to <br />the SecretarY-Engineer of the Commission to <br />implement this report and get the commission to <br />work. To clear up some misunderstandings that <br />have occurred in the past, it is not the intent <br />of the Commission to start from scratch and <br />develop a comprehensive report on this problem. <br />The only thing which the Commission staff will <br />have time to do will be to make as detailed a <br />review as possible of the various proposals that <br />will be presented and to work with the Secre- <br />tary's office and the Bureau of Reclamation in <br />order to insure that the Basin Fund is maintained <br />at a maximum figure so that we will have the <br />money and the credits available for construction <br />of the participating projects. <br /> <br />I <br /> <br />We are very encouraged with the things that <br />the Bureau is doing now. I might state that in <br />September when Larry Sparks was still here, that <br />we detailed some specific criticism that we had <br />with the plan that was then before us - specific <br />
