After all, <br />this area along the east front of the Rocky <br />Mountains is expanding population-wise, industry- <br />wise and water competition-wise to a point where <br />I think we cannot afford to overlook the oppor- <br />tunity of making a complete basin-wide study out <br />of this if at all possible.
