BARKLEY: <br /> <br />If you are going to help those people in <br />the ground water matter, you are going to have <br />to go up from the reservoir somewhere in the <br />neighborhood of the old Nile and I think that <br />a study that ignores that possibility is going <br />to be worthless to those people out there. You <br />may say 'Well, that water must come down to <br />supply rights on the river'. I think if you'll <br />make a study of the Bijou Creek, we have some <br />data on Kiowa Creek which is a companion water- <br />shed and they are very much alike. We have some <br />study on Kiowa Creek that shows most of the <br />water that comes down Kiowa Creek originates <br />somewhere south of Highway 40 - I believe that <br />is the right number but it is the one that goes <br />down to Kansas City. Is that correct, Mort?" <br /> <br />"It's 36. I believe." <br /> <br />"36, well, probably 36, yes, Highway'36. <br />And from then on as far as Kiowa Creek is con- <br />cerned, the water flow becomes less. I don't <br />know whether Mr. Bittinger has the data with <br />him on that but I know that it's available. If <br />a reservoir is not built, up on the upper end <br />of Bijou Creek, the money that is spent on it <br />down at Wiggins, in my humble opinion, is money <br />just wasted as far as coming to a benefit to <br />that area." <br /> <br />"Thank you, Mr. Cuykendall. I think the general <br />feeling of the Steering Committee was that we're <br />missing an opportunity here, as John Cuykendall <br />has very readily pointed out not only in his <br />area, but because for many years there have been <br />proposals for upstream storage on Clear Creek, <br />on Boulder Creek, on the St. Vrain and on the <br />
