or the Hardin, want to know, is can you deliver
water into those systems from either or both
sites assUllling Two Forks is not built?"

"Mr. Miller, it was my understanding from
the resolution that was passed at the last Steer-
ing Committee meeting that the studies in the
future for both of those sites, Narrows and Weld
County, were to be based on the presumption that
Two Forks was built and in operation so as to
carryon and facilitate the exchange. Mr.
Barkley was the author of that resolution and
you might check with him, if I'm not right."

"All right. Let's hear from him."

"MemberS of the Board and gentlemen, my
recollection, Harold and Dave, is that the pre-
sumption was there would be upstream storage.
We discussed at the committee meeting also, the
very thing that Gene Whitten pointed out here a
few moments ago in discussion of this same sub-
ject matter, that we feel, knowing the river as
we do, that the exchange possibilities or the
exchange potentialities is quite liminted without
upstream storage but nonetheless that would have
to be a study that is answered prior to the one
which includes the assumption of upstream stor-
age. I think that was the intent of the commit-
tee."

"Do you have any further comments, Dave?"

"I have this further comment. Then are we
agreed that without upstream storage there can
be no water delivered to Henrylynn, Bijou and
Riverside, from Narrows?"

"I wouldn't presume that there could be no
water delivered by exchange to those diversions
which would lie above either Narrows or the Weld
County sites. I would certainly say that the
amount of exchange would be seriously limited
without a reservoir at Two Forks. We need the
