one to cut our budget and then let us figure
out where the cuts should come, it would help
the situation. We have no knowledge of the
reduction until almost the day it is voted on
in the General Assembly."

"I might point out, Fred, that one of the
explanations for our cut was that we wouldn't
be able to staff up as our program anticipated
we would have to and I was very pleased in
reviewing applications for our jobs to find
that we have more than 40 professional graduate
engineers, some with a registration report and
some without, that are incredible incidentally,
that have applied. So the staffing up isn't
going to be the problem but the cut which was
kind of predicated on this is going to hurt us
much more than it is the Budget Committee."

"Our major problem has been the inability
to contact staff members of the Joint Budget
Committee. In previous years, We worked closely
with the staff of the Joint Budget Committee
and had these problems pretty well ironed out.
But in the last three years we just haven't
been able to make any contact with the staff
members of the Joint Budget Committee. They
do sometimes call on the telephone and ask
'What is this item about?', and that's about
it.
