Can the Governor do that <br />under the law?" <br /> <br />"No. This is strictly a legislative matter. <br />The Governor has no control over it." <br /> <br />"He wouldn't have anything to do with that." <br /> <br />"Well, could some understanding be created <br />with the Director of Natural Resources whereby <br />these agencies could have a little more direct <br />line into the Budget Committee?" <br /> <br />"The work is basically done during the year <br />prior to the time the legislature convenes. It <br />is done mostly by the staff members of the Joint <br />Budget Committee. That is a corlstantly changing <br />staff. People come and go; You hardly ever <br />know from one year to the next who is handling <br />your budget and that's where the breakdowns <br />actually occur-.., <br /> <br />I think that Mr. Ten Eyck is making every <br />effort to improve the situation. We hope that <br />we can sit down with the staff of the Joint <br />Budget committee in the next few months and <br />try to work out some procedure where the staff <br />member who is handlih~ our budget or the Game <br />and Fish or whatever it is, sits down and talks <br />to us. <br /> <br />The next item is the John Martin Reservoir <br />permanent pool problem; A few months ago, Mr. <br />Ten Eyck called a conference with members of our <br />staff and the Game, Fish and Parks staff to <br />determine how we can solve this permanent pool <br />problem. It was finally agreed that it would <br />be the responsibility of the staff of this <br />Board to consummate the purchase of water for <br />the permanent pool. The legislature has <br />
