SPARI<S: <br /> <br />"There is no question that the demands for <br />money made by government are beginning to exceed <br />the ability of the taxpayers to finance them. <br />We can't really quarrel with the necessity to <br />reduce state expenditures. <br /> <br />The problem that we have is that we are not <br />consulted about specific items in the budget <br />which are reduced or eliminated. The line item <br />cuts are disastrous to us because sometimes <br />they don't make any sense. For instance, we <br />publish reports through the Geological Survey <br />on ground water resources. Those reports are <br />distributed by the hundreds or by the thousands <br />actually to citizens of this state who use them <br />to develop ground water supplies. They are very <br />valuable publications to the citizens of the <br />state. While we were given money to carryon <br />the program, to go ahead and develop the inform- <br />ation, we Were given no money to publish it. We <br />can't do anything with the information. We asked <br />for $IO,OOO to publish the reports and we got <br />nothing. If we are directed to cut $50,000 or <br />
