MR. SMITH:

"The Governor bought your budget as pre-
sented?"

MR. SPARKS:

"There were some adJustments and we made
those before they were presented to the Joint
Budget Committee."

MR. KROEGER:

"Could I ask Mr. Smith how his department
fared?"

I

MR. SMITH:

"Our budget was predicated on tabulations
and realignment of the division offices, as you
know, and othe~ areas and we were cut drastical-
ly. The Governor recommended, this is coming
off the top of my head, some $2,400,000 in our
next year's budg~t and they cut us $216,000.
There is an additional problem there, $249.000
that we requested in a supplemental appropria-
tion for purposes of gearing up and to do the
things that had to be done in this early water
year, April, May and June, in conjunction with
our actions with the courts, some of which I am
sure you are familiar with. Out of the supple-
mental we got zero. So in addition to the
$,2l6,000 cut, of course,: there are some of
'~~se things that would have carried forwa.rd
into the year which, of course, we cannot"
accomplish. But we think we were drastically
cut too. However, in come of the things that
we propose to do aren't really identifiable:
The Governor cut our 'budget by several hundred
thousand. There is the matter of phasing ,in
personnel and then Joint Budget cut us another
$216.000."

MR. KROEGER:

"With all the new demands on your depart-
ment will you be able to accomplish these
things?"

I

MR. SMITH:

"I certainly hope so but the thing that
bothers me the most is that if we moved into
some of the areas that we will have to ,this
summer and find ourselves to be in a tight spot
next year, we would hope previously that you
could go in for an emergency or supplemental
