We are in the dark as to why
these amounts were cut out."

"Who presents the budget? The Natural Re-
sources?"

"yes. As I understand the, procedure, Mr.
Ten Eyck presents the budget for all of the
divisions of the Natural Resources Department."

"Years ago we never had any trouble like
this. It is just in the last few years that
we are having trouble with our budget all the
time. Why is that?"

"In the past three years we have never had
an opportunity to explain to anyone what our
budget was about."

"Maybe it was a mistake then going into the
Natural Resources."

"We had no choice about the matter. It was
a constitutional amendment which was adopted by
the people of the state."

"I'd like to see if we can't have our
Director and the Director of Natural Resources
see if we can't work out some procedure to at
least get our appropriations as we have pre-
sented them to the Joint Budget Committee."

"We have some idea of the reasons for the
reduction. The budget is reviewed by the
Governor and his budget staff and a few changes
are made. From that point on we get no notice
until the final days of the legislature when
the long bill is introduced. That is the first
we know about it and it is then too late."

"Larry. were the significant parts of these
cuts made by the Joint Budget?"

"All of them were made by the Joint Budget
Committee."
