<br />rather significant changes were made as I will <br />point out. <br /> <br />The comments from the Governors of the <br />Four Upper Basin states were requested to be <br />submitted today. The Upper Colorado River <br />Commission met here in Denver last Friday and <br />agreed upon the position of the Commission. <br />Governor Love participated in that meeting and <br />it was a result of certain aspects that he <br />pointed out in the criteria that some improve- <br />ment was made. About two weeks ago the <br />Advisory committee met here in Denver and dis- <br />cussed the proposed criteria at some length. <br />Mr. Fischer is here, chairman of the committee, <br />and will make a report on the subject this <br />morning. <br /> <br />I <br /> <br />As the Board members will recall, the <br />upper Basin states insisted that some resolu- <br />tion be made pertaining to the long-range <br />operation of the Colorado River reservoirs, <br />particularly the integrated operation of Lake <br />Mead and Lake powell. It was at our insistence <br />that Section 602 was inserted in the Colorado <br />River Basin project Act, enacted by congress in <br />1968. That section directed the Secretary of <br />the Interior to promulgate long-range operating <br />criteria for the Colorado River reservoirs and <br />to publish them not later than July I, 1970. <br />The act also required that the Secretary submit <br />his proposed criteria to the Governors of the <br />seven Colorado River Basin states for their <br />comments and that the comments were to be sub- <br />mitted not later than April 1 of this year. <br /> <br />The Secretary did propose criteria and <br />submitted them to the Governors of all the <br />states involved in December of 1969. It is in 1-, <br />response to the proposed criteria by the Secre- <br />tary that a concerted effort on the part of the <br />four upper Basin states was made to resolve the <br />issue so that a common reply could be made to <br />the criteria. <br />
