<br />Norte gage to the Colorado appropriators until <br />a date selected by the people in the valley as <br />being significant in that particular year. We <br />then anticipate to go to a free river for a <br />period of 60 days, which period may be cut down I <br />if the runoff forecasts are significantly changed <br />during that 60-day period of time. We then <br />anticipate going back to a program of delivering <br />the Del Norte gage, taking the return flows or - <br />half of the return flows depending on our water <br />balance evaluation. up until about November 1st. <br />at which time the stream direct flows would again <br />be curtailed and the water delivered to the state <br />line. <br /> <br />Last year, we had an increase in our anti- <br />cipated runoff, but we also had an increase in <br />the return flow over and above the norm. We <br />were allowed to go to essentially a free river <br />throughout most of the season. I don't think <br />there were any serious curtailments to the <br />Colorado appropriators throughout the whole <br />year. It looks so far this year, the March <br />lst snow gage, as though the snow is much below <br />normal on the Rio Grande. The forecast is quite <br />low, considerably under last year. Of course, <br />we are hoping that by April 1st, as of this date, <br />there has been some additional water in the form <br />of precipitation that can be used in anticipation <br />of our compact runoff. I think our operating <br />criteria of last year met with the approval of <br />the people in the valley for the most part. It <br />was obviOUSly quite successful and we hope that <br />it continues to be as successful in this year <br />and next year in meeting our compact commitments <br />under the stipulation." <br /> <br />MR.
