<br />MR. SMITH: <br /> <br />"I think the most significant thing probably <br />is that we over delivered this year by some <br />65,000 acre-feet. While we are happy to have <br />a credit it was not anticipated as such. Our <br />operating criteria was with a much closer toler- <br />ance than this. However, rains in October and <br />very heavy wet snows in the lower areas in Novem- <br />ber resulted in two to three times anticipated <br />runoff during the months of October, November <br />and December. Of course, all the credits came <br />in this last period of time. <br /> <br />I <br /> <br />The other thing that I think is of signifi- <br />cance, there are three reservoirs in the valley, <br />Big Meadows, Mill Creek and I can't recall the <br />other one right now, that are post compact <br />reservoirs. As you know, the compact provides <br />that for reservoirs built after 1937 the water <br />must be released on demand from the downstream <br />states. We made quite a presentation and had <br />hoped to prevail on the other states to join us <br />in a resolution that would allow us to pick up <br />from time to time small recreation reservoirs on <br />the basis of replacement water either out of <br />precompact rights or out of transmountain diver- <br />sions. Transmountain diversions are no problem: <br />precompact rights could give us some problems. <br />We were successful in getting a resolution that <br />the water in these three reservoirs would not <br />be subject to compact call. I am advised by <br />the engineering advisers that as of next year <br />they will be taken off the accounting sheets. <br />We feel real good about this battle since it is <br />one that comes from time to time. <br /> <br />I <br /> <br />As a matter of interest I might just briefly <br />tell you what our basic general operating cri- <br />teria is. Direct diversions are curtailed during <br />the months of January, February and March, and <br />then through cooperation with the water users <br />into April depending upon the early moisture <br />conditions, thaw conditions and temperature and <br />other matters. Last year we went quite far into <br />April before we started direct diversions. We <br />then commence delivering a portion of the Del Norte <br />gage which last year was 90 percent of the Del <br />
