We will <br />attempt to finn on the map who the landowners <br />are and notify them accordingly. After that <br />meeting there would then be follow up action <br />and d~e consideration certainly would'be given <br />to the landowners in what they suggest. Then <br />the Planning Commission would make its recommend- <br />ations. That recommendation would then go to <br />the Boulder County Commissioners who have the <br />f~nal say so in setting this up. They could <br />either do it or disregard it or amend it. <br /> <br />After the commissioners act on it there <br />would again be another public hearing so that <br />again the landowners would be given an oppor- <br />, tunity'to react. So this is a very close type <br />of thing. Every effort is made to let the land- <br />owners know who are affected and public hearings <br />are held. ! can assure you here that after we <br />tried it on Left Hand Creek we did learn a <br />lesson or two and ! am sure that our efforts <br />will be that much more strenuous in regard to <br />South Boulder and Boulder Creek. <br /> <br />I <br /> <br />If ! may add a point or two from my own <br />personal observations, to me this represents <br />something as a preventive medicine. I think I <br />remember at the last meeting Colonel Pendergrass <br />of the Corps of Engineers standing up here and <br />making a statement that the Corps has spent <br />billions on flood control facilities but didn't <br />see where he had made any actual headway to any <br />degree. Then! think it was also brought out, <br />if my memory serves me right, that Mt. Carbon <br />Dam won't be built unless the state gives some <br />protection or assurances to the downstream <br />development. I think this is rather significant. <br /> <br />I think again in Boulder County's case here <br />it should be pointed out that this is not zoning <br />
