<br />per se as other zoning exists. It is actually <br />flood plain regulation. It does not change the <br />zoning that now exists on the land but it is a <br />regulation that says that certain types of <br />construction or development can take place in I' <br />there without changing the zoning but subject to <br />certain regulations as far as the buildings are <br />concerned and flood proofing and this type of <br />thing. So it is not zoning in the strict sense <br />of the word. <br /> <br />I think another thing that is paramount <br />here is that if we don't do this locally for <br />ourselves the way we think we should be doing <br />it, I think we are looking at the fact that <br />the urban Drainage District does have the power <br />to zone which was created a year ago. <br /> <br />It seems to me we also have the Land Use <br />Commission getting started that no doubt is <br />going to have some say in these matters. I <br />guess in the final analysis if we don't do <br />these things for ourselves locally the way we <br />think they ought to be done, then I think that <br />the state is going to do it for us in some <br />future time. As far as dams go, I think that <br />dams in a sense give a false sense of security. <br />TOO many people think that because there is a <br />dam upstream they are protected from the flood <br />and this I am sure can be proven to be other- <br />wise. I think dams for a multi-purpose use, <br />including other uses and including flood control, <br />are thoroughly desirable. <br /> <br />As an example of what this development <br />costs, the City of Boulder is going to make <br />what they call a Boulder pilot study to over- <br />come some of the problems as a result of devel- I <br />opment there in a rather small area and to <br />overcome some of these problems now we are <br />looking at a cost up there that runs anywhere <br />from $200,000 to $800,000 per mile. In a rather <br />small area it is going to take better than $7 <br />million to Overcome some of those problems up <br />there and I think just recently the city of <br />
