SPARKS: <br /> <br />I <br /> <br />come through this study, that this flood plain <br />area they are considering will have very little <br />significance. <br /> <br />Our main deal now is to get more dams in <br />the upper area to conserve and use our water. <br />We need both the conservation of our water and, <br />of course, flood control also. My question is. <br />do we as a user on the stream have any say in <br />the building of this program? Naturally we are <br />for any development in our area that will do us <br />some good but we question how much good this <br />will do. We think that the upstream dams are <br />the most important now for our flood control <br />program. " <br /> <br />"Larry, do you want to answer that?" <br /> <br />"Mr. Nelson, this Board does not enter into <br />the merits of whether or not any locality <br />should zone or not zone for flood plain control. <br />That decision is to be made by the local people. <br />Our sole function here is to determine what <br />areas are subject to an intermediate regional <br />flood. I know that you are well acquainted <br />with the flood plain information reports. Those <br />reports show hazard areas for two different <br />types of floods, one being the so-called standard <br />flood which is a way out flood, and the other is <br />the intermediate regional flood which is one on <br />Which we have some flood history. It has been . <br />the policy of the Board that we would not approve <br />for zoning those areas which might be inundated <br />by a standard flood because that occurs so in- <br />frequently that we do not feel that we are <br />justified in approving zoning in that area. <br /> <br />Whether or not structures are built up- <br />stream does have some effect upon the width of <br />the zoned area. However, we cannot presume at <br />this time that such structures will be built. <br />The flood hazard according to the report that <br />we have reviewed, prepared by the Corps of <br />Engineers, exists today in this area.
