It is part of the continuous program <br />of this Board in cooperation with the United <br />States Army Corps of Engineers, initiated after <br />the floods of '65. The Corps has recently com- <br />pleted a flood information report on Boulder <br />Creek and South Boulder Creek in Boulder County. <br />The Denver Regional Council of Governments has <br />requested this Board to make the necessary flood <br />channel designation as provided in the Colorado <br />Revised Statutes. As the Board members will <br />recall, no local community can zone for flood <br />plains to protect against flood plain inundation <br />without approval of the State Water Board. <br /> <br />I <br /> <br />The necessary resolution to accomplish <br />this designation has been prepared and a copy <br />sent to all of you. The staff recommends that <br />this resolution be adopted. There may be some- <br />one here, Mr. Chairman, from the Boulder area <br />or from the Denver Regional Council of Govern- <br />ments who may wish to speak to this resolution." <br /> <br />"Is there anyone here who wishes to speak? <br />Mr. Nelson will you come up and use the micro- <br />phone, please'?" <br /> <br />"My name is Milt Nelson. I am from Longmont. <br />I am a water user of Boulder Creek. I am a <br />director of the South Boulder Creek Water Users <br />Association. We have interests there and the <br />flood plain zoning request for Boulder Creek <br />and South Boulder Creek somehow or the other - <br />this may be a poor time to be talking about any <br />flood plain after coming through the drifts we <br />did this morning to get down here - we feel that <br />we have some questions. Do I understand that <br />this flood plain zoning by the Army Corps of <br />Engineers would put sort of a green belt in <br />there? We feel that the Bureau of Reclamation, <br />~hrough the cooperation of your group here, in <br />1964 we started a reconnaissance study with the <br />Bureau of Reclamation for this area and a feasi- <br />bility study for the Front ~ange area which I <br />think if we get the dams and things that will <br /> <br />I <br />
