The committee spent, I would say, three to
four hours considering the proposed criteria.
We were fortunate to have Mr. Sparks and Mr.
Goslin to explain the problems and also to
explain their recommendations to us. After
that consideration and recognizing that the
material we had before us was somewhat prelimi-
nary, that there would be further modifications
and changes to it, but in general the Advisory
Committee adopted and supports the recommenda-
tions of the Director of the Water Conservation
Board and also the Director of the Upper Colorado
River Commission_"

"Mr. Fischer, when you say 'in general'
you scare me! What do you mean by that quali-
fication?"

"I'm sorry I used that word. As I said,
the material that we had before us we knew
would be modified to some degree, but the basic
provisions taken in these recommendations were
adopted by the committee."

"Does the committee have any quarrel with
the changes we have discussed today by Mr.
Sparks?"

"The committee hasn't had a chance to
consider that so I really can't speak for it,
but I would feel personally that I am in favor
of it and I would think the committee probably
would be too."

Now, do I understand that all four of the
Upper Basin states are in agreement on this
draft that we have of March 26th?"

"As concerns their representatives on the
Upper Colorado River Commission, yes."

"And each one of them has taken them back
to their local people?"
