STAPLETON: <br /> <br />The committee spent, I would say, three to <br />four hours considering the proposed criteria. <br />We were fortunate to have Mr. Sparks and Mr. <br />Goslin to explain the problems and also to <br />explain their recommendations to us. After <br />that consideration and recognizing that the <br />material we had before us was somewhat prelimi- <br />nary, that there would be further modifications <br />and changes to it, but in general the Advisory <br />Committee adopted and supports the recommenda- <br />tions of the Director of the Water Conservation <br />Board and also the Director of the Upper Colorado <br />River Commission_" <br /> <br />"Mr. Fischer, when you say 'in general' <br />you scare me! What do you mean by that quali- <br />fication?" <br /> <br />"I'm sorry I used that word. As I said, <br />the material that we had before us we knew <br />would be modified to some degree, but the basic <br />provisions taken in these recommendations were <br />adopted by the committee." <br /> <br />"Does the committee have any quarrel with <br />the changes we have discussed today by Mr. <br />Sparks?" <br /> <br />"The committee hasn't had a chance to <br />consider that so I really can't speak for it, <br />but I would feel personally that I am in favor <br />of it and I would think the committee probably <br />would be too." <br /> <br />"Thank you. <br /> <br />Now, do I understand that all four of the <br />Upper Basin states are in agreement on this <br />draft that we have of March 26th?" <br /> <br />"As concerns their representatives on the <br />Upper Colorado River Commission, yes." <br /> <br />"And each one of them has taken them back <br />to their local people?" <br />
