MR. STAPLETON:

MR. MOSES:

MR. STAPLETON:

MR. FISCHER:

"Let me state that this is a matter that
I think the Board has to rely pretty well on
the staff, our attorney and the Advisory Com-
mittee. I would first like to hear from our
attorney as to what his comments are. I'd like
to hear if he endorses this criteria as it is
now proposed and if so to state so for the
record. "

I

"These COll\lllents were developed as a result
of a series of meetings. First a meeting of
the Engineering Committee - several meetings of
the Engineering Committee - and a joint meeting
of the Legal and Engineering Committees of the
Upper Colorado River Commission and then finally,
as Mr. Sparks has pOinted out, by further amend-
ment at the meeting of the Upper Colorado River
Commission last week.

I think that the comments and recommenda-
tions are excellent; they are valid; they
adequately protect the Upper Basin; and that
they should be approved."

"Thank you, Mr. Moses.

Now, Mr. Fischer, will you make your report
and will you tell us who the members of the
Advisory Committee are, in general terms who
participated so that we can have some back-
ground. "

"Some of you may remember, the Colorado Water
Advisory Committee was formed approximately nine
months ago and is made up of three members from
each of the districts, there are eight in the
state, that are set out by the Colorado Water
Congress, making a total of 24 members to the
committee and then including the chairman of the
Colorado Water congress, making the 25th member.
This was the first meeting which this committee
has had. It was held on March lOth and we had
18 of the 25 members in attendance, including
representation from each of the various eight
districts.

I
