He explained that the stop or~rs had been lined for the' Colorado- <br />Big Thompson projeot and the Manoos projeot and stated that the La PUi:;I., <br />paonia and San Lu~s Valley projeots are under consideration ror oonstruotion <br />during the war period. He also reviewed the limited amount of money appropri- <br />ated to the Bureau of Reolamation to carryon projeot investigations for <br />postwar construction program, he made partioular referenoe to the fail ure <br />of the Bureau of the Budget to reoommend and the Congress to appropriate from <br />the, DeViEll-epmentFund provided by the Boulder Canyon Projeot Adjustment Aot. <br />The total amount appropriated by Congress for the next Federal fisoal year <br />for investigations was $625,000 and this ,amount is inadequate to maintain the <br />present limited investigation staff of the Bureau of Reclamation. <br /> <br />Judge John B. O'Rourke suggested that something should be done to induoe <br />the Bureau of Reclamation to oomplete oertain projeot reports whioh have been <br />under preparation for a long time, in some oaseS for years. <br /> <br />Moti on was made by Mr. Pughe and seoonded by Mr. Bailey that <br />the Direotor prepare a resolution requesting the Bureau to expedite <br />projeot investigations in the State of Colorado arid complete at the <br />earliest possible date project reports now under preparation. <br /> <br />The mot,ion was unanimously carried and declared passed. <br /> <br />In compliance with the.motion the Direotor prepared, and there is in- <br />serted herein the following resolution, <br /> <br />WHERE!S, the Bureau or Reclamation has been investigating <br />project dev~lopment of water resouroes within the State of Colo- <br />'ra\io, and reports on a number of Colorado reports have been under <br />preparation for many years, resulting, in most.oases, in no fin~l <br />projeot plan or recommendation upon which the State or Colorado, <br />and the proponents of suoh projeots, may prooeed to obtain author- <br />izati on for construoti on; and <br /> <br />WHEREAS, every effort should be made by the Colore-do Water <br />Conservation Board to encourage and to assist, through its .taff <br />and by oontaots with its Congressional delegation, to formulate a <br />postwar water development program in the State of Colorado; and <br /> <br />WHEREAS, the Boulder Canyon Projeot Adjustment Act provided <br />for $1,500,000, being aooruals from power revenues at Boulder Dam <br />for the investigation of proposed projeot development of the Colo- <br />rado River and for use in determining a oomprehensive plan of de- <br />velopment in the Colorado River Basin, that it appears that ap- <br />proxilll/l.tely $1,500,000 has aoorued to the Colorado River Develop- <br />ment Fund, set up by the Boulder Canyon Project Adjustment Aot for <br />such investigations; that only a part or money acorued to this De- <br />velopment Fund has been appropriated, ne-mely, approximately $850,000; <br />and that there is an ~pparent polioy of the Bureau of the Budget <br />and other governmental offioials and agenoies of impounding and <br />freezing this investigational fund in tl).e Treasury with no effort <br />on the part of these federal agencies to make the same available at <br />this time for the purpose for which it was intended; and <br />
