<br /> <br />Thereupon the Direotor submitted, and Judge John B. O'Rourke explained a <br />proposed agreement between the states ~f Colorado and New Mexioo, on the La <br />Plata River involving a proposed projeot development for the utilization of <br />waters of the La Plata River by the Bureau of Reolamation. It was explained <br />that suoh agreement had been approved by the Interstate Streams Commission of. <br />New Mexioo and its approval by the Colorado Water Conservation Board is ne- <br />oessary in oonneotion with a forthooming report of the Bureau of Reolamation <br />respe oting suoh projeot development. ~ <br /> <br />It was moved by Mr. Dille and seoonded by Mr. Bailey that <br />t~e proposed agreement, above disoussed, be approved by the Colo- <br />rado Water Conservation Board. <br /> <br />Mr. M. C. Hinderlider explained that he did not think that he should <br />vote on this motion beoause of ,his position of State Engineer and Adminis- <br />trator for the State of Colorado of .the La Plata,ontraot. / The Direotor ex- <br />plained that the agreement provides that the La Plata oontraot should remain <br />in full foroe and effeot and that he believed that the administrative pro- <br />visions were suffioiently elastio to oomplywith the proposed agreement be- <br />tween the two states. <br /> <br />The question was oalled for and all members of the Board, <br />exoept M. C. Hinderlider who "passed," voted in favor of the ap- <br />proval of the proposed agreement. <br /> <br />The motion was duly deolared passed, <br /> <br />Thereupon the Direotor reported on the status of the oonsideration there- <br />tofore given by the Comrni ttee of Sixteen, Colorado River Basin, on the proposed <br />terms of a treaty between the United States and Mexioo, providing for the al- <br />looation of Colorado River water between the two oountries..' Sinoe aotion taken <br />at Santa Fe, New Mexioo, April 14-16, 1943 was withiD, the terms of suoh an <br />allocation heretofore approved by this Board, no f\>.l'ther aotion was taken. <br /> <br />The Direotor then reported on the status of the proposed oontraot between <br />the United States and ArizQna for the delivery of Lake Mead water, under the <br />provisions of the Boulder Canyon Projeot Aot,'.to Arizona. He reviewed the oon- <br />sideration of this proposed oontract which had been given by the Committee of <br />Fourteen, Colorado River Basin, at a oonferenoe held in Phoenix, !rizona, May <br />3-5, 1943 and a oonferenoe held in Denver, Colorado, May 26-27, 1943. Royoe <br />J. Tipton, oonsulting engineer of the Colorado Water Conservation Beard, who <br />had attended these meetings and had aoted as engineering adviser to representa- <br />tives of the State of Colorado on the Committee of Fourteen. made further ex- <br />planati on on the proposed oontraot. <br /> <br />It was moved by Mr. Hinderlider and seoonded by Mr. Pughe <br />that the proposed oontraot between the United.States and Arizona <br />for the del i very of Lake Mead water, as worked out by the Com- <br />mittee of Fourteen, Colorado River Basin, and approved by all of <br />the states, exoept the State of California, be approved by the <br />Colorado Water Conservation Board, subjeotto further oonsider- <br />ation of suoh oontraot by this Board beoause of further de- <br />velopments in the matter. <br /> <br />,. <br /> <br />After vote being taken the motion WI!l.S unanimously carried <br />and deolared passed. <br /> <br />
