<br /> <br />WHEREAS, it is recognized that the investigations by the <br />Bureau of Re~lamation are neoessarily limited because of the <br />lack of available manpower duting the war period; <br /> <br />NOW, TBERRFORE, BE IT RESOLVED by the Colorado water Con- <br />servation Board that, within the limits of available manpower <br />and funds appropriated by the Congress, the Bureau of Reola- <br />mation expedite projeot investigation for water resouroe develop- <br />ment within the State of Colorado with the end in view of oom- <br />pleting projeot reports as a. basis for the formulation of a <br />postwar reolamation oonstruction progr8lD.; and that it is the <br />view of the Colorado Water Conservation Board that the Bureau <br />of Reolamation should make every effort to conoentrate its work <br />on projeot investigations susoeptible of oampletion within the <br />war period, so as to formulate a postwar oonstruotion plan; and <br />that all projeot investigations, within the limitation herein <br />expressed, be oarried forward in Colorado so as to avoid, as far <br />as possible, the spreading of the program over such a wide field <br />that final results cannot be obtained for the postwar oonstruotion <br />program; <br /> <br />/r"/~ <br /> <br />,/~,' "(..<.: <br />"I"'" <br />BE IT FURTHER RESOLVED that the members of thfs Board, arid.-- <br />all other interested pArties, use their best efforts tooontaot. <br />Senators and Members of Congress to urge appropriation from the <br />Colorado River Development Fund of substantial a~ounts to assist <br />in oarrying on the investigational program for the.development <br />of Colorado River waters ;-' <br /> <br />BE IT FURTHER RESOLVED that it is the sense o.f the Colorad.o <br />Water Conservation Board that the investigational pi6gr~,+~.the <br />State of Colorado for reclamation development does not now give <br />assuranoe of the formulation, in a oonorete form, of a substantial <br />oonstruction program for the period following cessation of the <br />warJ <br /> <br />BE IT FURTHER RESOLVED that copies of this resolution be <br />furnished to the Bureau of ReolallJl.tion, other appropriate federe.l <br />agenoies and Senators and Congressmen from Colorado. <br /> <br />Miss Pointer stated that the Arkansas Valley Ditch ~ssociation had dis- <br />oussed a stop order effeotive against the oompletion of Caddoa Dam (otherwise <br />known as the John Martin Dam and Reservoir) pointing out that this project <br />is in charge of the Corps of Army Engineers, she stated that this .14,000,000 <br />proje ct remained in an incompleted state beoaus e of lack of materials, and <br />that it was advisable that its completion be urged as soon as possible in <br />order to afford maximum flood protection and water conservation benefits. <br />rt was suggested that the Direotor oommunicate with the Chief of the Corps <br />of Army Engineers and inquire what the present policy may be with respeot <br />to the time of the oompletion of this projeot and the possibilities of pro- <br />oeeding with its further oonstruotion during the war period. <br /> <br />The Direotor made a report wi th respeot to the agreement heretofore <br />made and now in effeot between the Meadowland water Users and the Trans- <br />mountain diversi~nists of water from the Laramie River.
