The purpose of this project is to construct the infrastructure
to expand its services to supply outside irrigation water to an additional 1500 residential homes. The proposed
construction activities include the completion of two reservoirs with a combined storage capacity of 2,000 acre-feet,
three pumping plants, and the installation of 67,000 linear feet of 4-inch to 10-inch irrigation pipe and associated
valves, fittings, and taps. The earthwork is currently under construction. Engineering design for the headgate,
intake, and pumping facilities is anticipated to be complete by }1ebruary of2003. Phase I construction is
anticipated to begin in March of2003. Construction of the distribution pipe is scheduled to occur in the summer of
2003.

23. Little Thompson/Central Weld Water Districts - Reservoir Construction
Authorization: Severance Tax Perpetual Account CountY: Larimer
Water Source: South Platte Project Yield: 5,200 acre-feet
Terms of Loan: $7,875,000 @4.05% for 20-years Project Type: Reservoir Construction

Owl Creek Reservoir is located approximately 6 miles east and ~ miles north of the Town of Ault. The reservoir
was originally constructed in 1896 to store water for irrigation. : The dam was constructed of granular material, and
over the years has suffered structural damage due to seepage. Given the condition of the dam embankment and the
potential for failure, the dam was intentionally breached in 1983.. The proposed project involves rehabilitating
the existing dam embankment, the construction of a controlled outlet structure, and the construction of an
emergency spillway. The project is currently being design by the Applegate Group, Denver, Colorado, and is
scheduled for construction in the fall of2003. .

25. Pine River Irrigation District - Pump and Pipeline Proiect
Authorization: HB 00-1419 Severance Tax County: La Plata
Water Source: Pine River Project Yield: 1,600 acre-feet
Terms of Loan: $341,000 @3.50% for 20-years Project Type: Distribution System

The Pine River Irrigation District operates Vallecito Reservoir on the Pine River located approximately 15 miles north
of the Town of Bay field. The eastern half of La Plata County is considered a water critical area, meaning that all of the
water in the basin is used during certain periods. Most of the people in this area are utilizing groundwater resources
that have limited quantity and are of relative poor quality. The purpose of the project is to provide a rural water
system that is adequate in quantity and quality to the water critical:areas in La Plata County. The overall project has
many components, however, this particular loan is for diverting water from Vallecito Reservoir to a pressurized
treatment plant The proposed project involves tapping into the existing outlet tunnel, constructing a 500 foot pipeline

.
