North Poudre Irrigation Comvanv - Reservoirs No.4, 5 and Indian Creek Rehabilitation <br />Authorization: HB 98-173 County: Weld - N. of Fort Collins <br />Water Source: Cache La Poudre Project Yield: 9,363 acre feet <br />. Terms of Loan: $1,107,000 @4.04% for 20 yrs.Project Type: Reservoir Rehabilitation <br /> <br />This project involves the rehabilitation of Reservoirs 4, 5 and Indian Creek. The Irrigation Company has retained <br />the services of Smith Geotechnical, out of Fort Collins, Colorado to prepare design plans and specifications for the <br />proposed improvements. Improvements to Reservoir No.5 were designed and completed in 1999. The proposed <br />improvements to Indian Creek Reservoir involve a new 500-ft. long spillway, replacement of the outlet structure, <br />new toe drains, and reshaping the downstream dam face. The proposed improvements to Reservoir No.4 includes <br />relocation of the spillway to the center of the dam, replacing the existing outlet structure and Parshall flume, new <br />toe drains, rip rap placement, and reshaping the upstream face of the dam. Smith Geotechnical completed the <br />design for Indian Creek Reservoir in the Spring of2001 and construction was awarded to Zak Dirt, Longmont <br />Colorado in the fall of200 1. Improvements to Indian Creek Reservoir were completed April of 2002. Reservoir 4 <br />is currently under design and is tentatively scheduled for construction in the winter of 2003/04. <br /> <br />5. Bill Porter - BartonIPorter Reservoir Rehabilitation Proiect <br />Authorization: Small Project Loan Account County: Garfield <br />Water Source: Garfield/South Canyon/3-mile Project Yield: 1,100 acre-feet <br />Terms of Loan: $1,000,000 @2.5% for 20-yearsProject Type: Rehabilitation <br /> <br />This $2,000,000 project involves enlarging the existing reservoir to an approximate capacity of 1,100 acre-feet. <br />The existing Class 3 reservoir was constructed in 1958 with a dam height of 43-feet impounding a reservoir of 206 <br />acre-feet. The proposed improvements involve raising the east dam to a height of 69 feet and removing the west <br />dam and replacing it with a new 83.5-feet high dam. A new spillway and outlet structure will be constructed and <br />the inlet ditch will be relocated to a higher elevation to gravity feed the reservoir. Design plans were completed by <br />Golder and Associates in the Winter of 2002 and have been approved by the State Engineer's Office. The project <br />. is currently being constructed by in-house forces and is approximately 80% complete. The project has been shut <br />down for the winter with 20-25 feet of dam height remaining to be constructed on both dams. The owner is <br />planning to operate the facility during the summer of 2003 and complete the remaining dam construction in the fall <br />of2003. <br /> <br />6. Weld County Tri-Area Sanitation District - Regional Detention Pond <br />Authorization: HB 00-1419 County: Weld- S. of Frederick <br />Water Source: n/a Project Yield: n/a <br />Terms of Loan: $2,200,000 @ 5.00% for 30-years Project Type: Regional Detention Pond <br /> <br />The communities ofDacono, Frederick, Evanston, and Firestone have consistently experienced flooding problems <br />due to storm runoff from irrigated farmlands and adjacent developments. These communities have suffered many <br />recorded flooding events, dating back to 1957, which caused in excess of $300,000 in flood related damages. With <br />significant population growth occurring within the District, the District cooperated in the development of the 1-25 <br />Corridor Master Drainage Plan. The master drainage plan recommended that the existing detention pond located on <br />the south side of Frederick be enlarged to a regional detention pond, to mitigate future flood damage to the <br />surrounding communities. The regional detention pond would encompass over 60 acres of land and store <br />approximately 146 acre-feet of storm water during a 100-year event. The design has been completed by the Sears- <br />Brown Group, and was bid in May of2003. SEMA Contractor was awarded the Bid and commenced construction <br />in August of 2002. The Contractor is 95% complete with the project and is currently working through punch list <br />items. The Tri-Area Sanitation District received an additional $501,500 from the Board at the July 2003 Board <br />meeting to cover construction overruns and costs associated with obtaining an approved Letter of Map Amendment <br />from the Federal Emergency Management Agency. The project is anticipated to be complete by April of2004. <br /> <br />.7.
