The task forcc inc\udcd the entire CWCB Flood Section as well as a member of a local county, a local <br />city, the Chief of the Floodplain Management Section of the Urban Drainage and Flood Control District, and the <br />Colorado State Specialist for FEMA Region VIII. It is anticipated that the final Rules will be brought to the CWCB <br />Board for a Rulemaking Hearing during thc March 2005 Board mecting. <br /> <br />Work continued on the State Floodplain and Drainagc Critcria Manual. Intendcd as a resource and guide for all <br />areas of the state, work has been ongoing on this document for three years. It is anticipated to be completed in <br />early 2005 with distribution to thc public immediately thereafter. <br /> <br />Other activities of note during the FY04 pcriod: <br /> <br />a state-sponsored Floodplain Dcvclopment Permit and the state's model ordinance wcrc placed on the <br />CWCB websitc for public access, along with other documents (cwcb.state.co.us) <br />a Spring Flood News Rclease was prepared and distributcd in April 2004 that conveyed the risk of flooding <br />during the flood season and highlighted the availability of flood insurance (at least two artieles were <br />preparcd in response to this release - Denvcr Post and Grand Junction Sentinel) <br />Kevin Houck was elected to thc ASFPM Board of Directors to represent Region VIII <br />Kevin Houck continued to serve as the Water Resources Committee Chairman for the Amcrican Public <br />Works Association (APW A) - one featured guest during the June 2004 meeting was Dave Jula of Bakcr, <br />who discussed the MOD contract <br />Kevin Houck was the overall winner of the NLlC Flood Run, a 5K racc held during the NFIP conference in <br />Seattle <br />New furniture and a new desktop computer were purchased to support the activities ofthe CAP program <br />The Town of New Castle joined the NFIP in August 2004. No communities dropped out of the program <br />and no communities changed CRS ratings <br /> <br />e <br /> <br />SUMMARY OF ORIGINAL ACTIVITIES <br /> <br />To summarize performance relative to the original application, all performance measureS were met or exceeded <br />with one exception. Only 20 CA V's werc performed instead of the 30 stated in the application and no formal <br />CAe's were performed. The primary reason for the shortfall in CA V's is that the FY03 grant was extended for six <br />months due to the CAP position being unfilled from February through July 2003. A total of 14 CA V's were <br />performed during the overlap period, but they were all applied to the FY03 grant. CAC's were dropped from the <br />program because Kevin Houck desircs to meet all floodplain managers around the state in person and get a good <br />feel for the health and effectiveness of their programs before informal reviews are conducted. It is requested that <br />the amended activities discussed in the following section substitute for these shortfalls. <br /> <br />SUMMARY OF ADDITIONAL ACTIVITIES <br /> <br />Two other conferences were attended which were not specifically identified in the original application. This <br />ineluded the National Flood Insurance Program Conference, held May 2-5 in Seattle and the CAP Five- Year Plan <br />Workshop, held April 6-8 in Madison. <br /> <br />FY04 featured a large number of community visits for non-CA V and non-mapping purposes (with the exception of <br />Map Mod administration), which were well in excess of that estimated for the FY04 application.
