This event included education to the public about the National Flood Insurance Program <br />(NFlP) and other issues relating to floodplain managemcnt. tit <br /> <br />8. Mapping Assistance: As a CTP, substantial assistancc was provided in relation to activities in support of the <br />map modernization initiativc. These activities included participating in the development of mapping priorities, <br />providing technical assistance to NFIP communities in assessing their mapping needs, participating in thc <br />scoping of flood insurance studies, participating in community meetings held as part of the mapping process, <br />and other outreach activitics. <br /> <br />Community visits for Map Mod meetings associated with the above activities included trips to City and County <br />of Denver (4), Douglas County (8), Boulder County (6), Eagle County, EI Paso County (6), Grand County (2), <br />Routt County, Larimcr County (8), Mesa County (2), Adams County (4), Arapahoc County (4), and Teller <br />County (2). CAP-SSSE funding was used only for thc specific activities above in rclation to the Map Mod <br />program and were NOT used to conduct floodplain studics or develop floodplain maps. <br /> <br />As the final step toward implementing new modernized maps, Final Mcctings were held in Grand, Routt, <br />Denver, and Douglas Counties were held. <br /> <br />The 48 meetings actually attended during FY04 were well in cxcess of the 10 estimated for the FY04 <br />application. It is anticipated that the majority of this work will be performed by the new CAP-MMMS <br />coordinator, for which interviews are being held in January. However, the CAP-SSSE program will still <br />peripherally support the Map Modcrnization initiative in whatcver capacity is needed. <br /> <br />9. Coordination with Other State Programs and Agencies: Coordination was performed on an ongoing basis <br />with the Colorado Office of Emergency Management (COEM), the Division of Water Resources, the Division <br />of Housing, and thc Department of Transportation. The CWCB worked cxtcnsively with COEM on <br />administration of flood-related grants in thc Flood Mitigation Assistance (FMA), Prc-Disaster Mitigation <br />(PDM), and Hazard Mitigation Grant Programs (HMGP). There was also significant coordination with COEM <br />on devclopment of the state's Hazard Mitigation Plan, which was submittcd in the Fall 2004. <br /> <br />tit <br /> <br />Attendance was madc at all six CWCB bimonthly board meetings in order to emphasize the importance and <br />progrcss of the NFlP and related activities. The board mectings were held in Denver in Novcmber and January, <br />Colorado Springs in March, Steamboat Springs in May, Delta in July, and Alamosa in September. This <br />exceeded the estimated attendance stated in thc application, which estimated that attendance would be made at <br />four of the six meetings. <br /> <br />10. Assistance to Communities in Responding to Disasters: No disasters were declared in 2004. However, a <br />number of non-disaster flood events were responded to. These include post-evcnt visits to flood evcnts in the <br />City of Golden, City of Colorado Springs, City and County of Denver, Jefferson County, Teller County and the <br />Town of Jamestown. <br /> <br />At the end of2003, FEMA requested that each state compile a Business Case Plan outlining their strategy for <br />implementing Map Modernization within their state. This plan included a summary ofthc CWCB's current <br />program and program vision, the required rcsources for implementation, and the end-products the CWCB expects <br />to produce for Colorado residents. Thc plan discusses expected results based upon "tiered" funding (i.e. Full <br />funding, Medium funding (50%) and Low funding (25%)), as the CWCB does not expect to receive enough <br />funding from FEMA to address all of the flood hazard mapping concerns for the entire state. This task was <br />appendcd to the grant and was funded at 100% by FEMA. The Plan was submitted in draft form on March 1,2004 <br />and revised and resubmitted at the end of March. <br /> <br />A comprehensive statc rulemaking process was begun in September 2004 to update the flood mapping and a <br />floodplain rules for the State of Colorado. This process involved the creation of a task force to rewrite the existing _ <br />rules and add ncw ones in some cases to reflect changing floodplain management conditions and mapping <br /> <br />Flood Protection.
