<br />- 6- <br /> <br />Floodplain Managers (ASFPM) as one of five plans nationally to be shown as examples. The Plan's total length <br />was six pages and conveys the vision and direction for Colorado's NFIP floodplain management program and . <br />describes the steps and activities necessary to accomplish the vision from FY2005 to FY2009. The Plan <br />included measurable goals that will achieve greater floodplain management compliance. <br /> <br />Based on subsequent conversations and approval from the Region, no changes were made and the draft was <br />submittcd as the final Plan in Septcmber, 2004. <br /> <br />2. Ordinance Assistance: Ordinance Assistance activitics wcrc provided on two fronts. First, assistance was <br />providcd to communities interested in joining the National Flood Insurance Program. A total of three visits <br />wcrc performed for this task. Two visits werc made each to the Towns of West cliffe and Silver Cliff as well as <br />Custer County. One visit was made to the Town of Kit Carson. Presentations were made to the County <br />Commissioners of Custer County and the Town Council of Kit Carson. <br /> <br />Assistance was also providcd to communities already participating in the NFlP that included assistance with <br />regulation and enforcement, incorporation of changes, and other general assistance needed to mect NFlP <br />objectives. Two trips were perfonned to the City of Brush and Weld County. It is estimated that over 100 <br />ordinance assistance contacts were made via telephone. <br /> <br />The fivc trips performed equal the total estimated in the FY04 application. <br /> <br />3. Community Assistance Visits (CA V's) and Community Assistance Contacts (CAC's): A total of20 <br />CA V's were performed during the grant period. The communities visited included the Town ofNaturita, Town <br />of Norwood, Town of Dove Creek, Dolores County, Town of Oak Creek, City of Steamboat Springs, Mesa <br />County. Town ofYampa, Town of Hayden, Montrose County, Town ofOlathe, Town of Orchard City, Town <br />of Hotchkiss, City of Delta. Town of Ridgway, City of Ouray, Ouray County, Alamosa County, City of <br />Alamosa, and the Town of Manassa. These visits are in various stages of closeouts and documentation will be . <br />provided as they are formally closed. The first six months of the FY04 period ran concurrently with a six <br />month extcnsion of the FY03 grant. During these six months, an additional total of 13 CA V's wcre performed. <br /> <br />No formal CAC's were performed during the period due to competing needs. No money was requested for this <br />activity in thc application. <br /> <br />The 20 CA V's performed during the period is less than the 30 planned in the FY04 application. The State is <br />requesting substitution of other activities for this shortfall as summarizcd latcr in this memorandum. <br /> <br />4. Entering Floodplain Management Data in the Community Information System (CIS): The CIS system <br />was not made available for use until halfway through the period. As such, it is requested that the time allowed <br />for all information to be entered to be extended six months through March 31 ",2005. A portion of the <br />information from FY2004 has been entered. The remainder of the information will be entercd by March 31 ", <br />2005. <br /> <br />5. State Model Ordinance Research and Development: A written request to the Attorney General's Office was <br />made on August 10, 2004 to rcview the legality of the automatic adoption language for the state model <br />ordinance. A response is forthcoming and will be relayed to FEMA upon receipt. preliminary conversations <br />with stafffrom the AG's office indicate that the automatic adoption language is not consistent with Colorado <br />statutes. The current model ordinance from Colorado does not include this language and no local ordinances <br />containing this language have been found. If the final determination is that this language is legal, then it will be <br />added to the state's model ordinance. A response to this issue will be provided to the Region before May 1, <br />2005, the date specified in the FY05 guidance. <br /> <br />6. Workshops and Other Training: Four Floodplain Management 101 workshops were hosted by Kevin Houck <br />in August 2003, with a total of70 attendees throughout the state.
