Our agency appreciates the partnership with FEMA on the important task of reducing flood susceptibility
and flood damages within the State of Colorado. While a number of isolated flood evcnts occurred within the state
during this period, we believe that a much largcr number of flood problems were averted due to the proactive
floodplain management exercised over the past several years.

We are pleased with the increasing community membership in the National Flood Insurance Program, with two
new communities addcd in the past two years, including one during this period. We are also pleased with the initial
succcss of the Map Modernization Program, which is significantly increasing the accuracy and usefulness of the
state's floodplain maps, while reducing the average age. We expect the success of this program to only increase in
the coming ycars as the ncw CAP-MMMS program comes to fruition.

This report cross-referenccs the FY04 CAP-SSSE application revised November. 2003, which discussed the
workplan for the period ofthe FY04 grant.
