<br />~~Vl <br /> <br />I <br /> <br />I went down to Dallas the 30th and 31st <br />at the expense of the Western States Water <br />Council to - I never thought I'd do this - <br />attend a meeting of the American Association <br />for the Advancement of Sciences. For two days <br />they talked about major water transfers, the <br />philosophy of water transfers, the economics, <br />the morals, etc. It was a very interesting <br />two days. I came away with the distinct feel- <br />ing that most university professors don't <br />think it's a very good idea. The impact of <br />the academic entity on questions of this kind <br />should not be underestimated. Some of the <br />papers were pretty reasonable and it was a <br />good program. <br /> <br />I <br /> <br />I go tonight to Sacramento to talk about <br />the impact of the ten-year moratorium on the <br />Central Arizona Project legislation to a <br />meeting of the California State Chamber of <br />Commerce. There has been some effort on the <br />part of some people in the west since the <br />Central Arizona Project bill was passed to <br />either amend that part of the act concerning <br />the ten-year moratorium or to encourage the <br />states of the southwest to embark on their <br />own study of transfers from the northwest. <br />This kind of study is not prohibited by the <br />bill. The Secretary of the Interior is pro- <br />hibited, however, from making any import <br />study. Many of the people I have talked to, <br />and certainly I too, believe that any effort <br />at this time would be premature. We've got <br />Type I framework studies ,going in the south- <br />west and in the northwest and most of the <br />states are assessing needs and requirements. <br />These are all going to jell about the same <br />time, about 1971 or 72. Until we get the <br />basic information, we are really not prepared <br />to make a reconnaissance type study. <br /> <br />The Bureau, as you recall, by the Central <br />Arizona Project legislation is charged with <br />making a reconnaissance study of the western <br />water requirements.
