to him, and Larry has said this same thing
a minute ago without pointing to Jim particu-
larly, that this is one of the best advertised
and best published pieces of legislation the
state has ever seen. Jim went all out to
send notices and everything, not just to pro-
fessional people but to all the ditch com-
panies. I think there were 400 of them and
he got answers back from a tremendous propor-
tion of all those people.

In addition, he has had these meetings
around the state and from these meetings a
great deal of revision has been done, even
up to a week ago. Therefore I think this
Board can feel that in the long run it is
going to have an opportunity to help this
state by supporting the principles which
have been worked out so very carefully by
this committee. On this too, every viewpoint
that has been expressed here has been present
at the meetings. Mr. Vandemoer's views have
been very ably represented on these committee
meetings right along through Mr. Sayre, for
instance. Western Colorado has been heard
through Andy Williams. The Bar Association,
I think you should know, has done a real
public service, because of the expense of
travel and staying here for a man from such
a distance as Grand Junction, it has paid the
expenses of Mr. Williams to come over here
to participate in these things so that we
would have all sections of the state adequate-
ly represented. I believe that additional
background tells you a little more of what a
thorough job has been done on this.

I have one more suggestion and that is
in doing work in his office, that Larry come
up with specific language to insert in the
bills. Not just that we ought to get ',this
result. We know the results we ought to
get, Utopia as Tom says, but we need the
language. That will be very, very helpful and
both he and Ray Moses are pretty capable of
helping us do this."
