<br />The other thing, Mr. Ten Eyck has put <br />his finger on the fundamentals and that is <br />that the way this problem got the way it is <br />is because we have temporized waiting for <br />utopia and if we will work at this another <br />125 years, utopia will not be here yet. The <br />legislators, several of them, have expressed <br />the view the Chairman has and so has Mr. <br />Sparks, that the legislature is going to do <br />something this session. They were very <br />reluctant not to do a major job in the last <br />session. The legislature expects to do some- <br />thing this session. ~ne committee meetings <br />will be held every Monday morning commencing <br />next Monday at 8:00 o'clock and if there is <br />more work than can be accomplished before the <br />Houses meet, that meeting will then be ad- <br />journed to Tuesday morning. The reason for <br />this is to accommodate people from distant <br />parts of the state who would find it diffi- <br />cult to get to meetings that are separated, <br />perhaps one Monday and one Thursday. SO when <br />people do feel the necessity for coming in <br />from a distance and being heard, they'll know <br />they will be able to stay over one night and <br />then the matter won't come up for another <br />week. <br /> <br />So far as the facts are concerned, of <br />course Ralph Owens has given it to you ,but <br />Quincy, ,in his usual manner, has put the thing <br />in one sentence p~actically and thishascbeen <br />o~e of the major s~ruggles of the committee <br />and that is the fact that if we do not pro- <br />tect and preserve the priority system of the <br />surface ditches, we will have destroyed <br />almost all the wells in Colorado because the <br />engineers have pointed out in their maps that <br />the recharge for the wells comes from the <br />ditches and the natural infiltration from <br />irrigation into the alluvium from which the <br />wells are supplied. <br /> <br />I think one thing Jim did not emphasize <br />enough, perhaps that's because he is the one <br />responsible and it is really quite a compliment <br /> <br />I <br /> <br />I <br />
