the 5th of February. YOu are aware of this
and you prefaced your initial observation
about the time limitation but let us not lose
this opportunity. I think we are so much
further down the road toward some kind of
solution to this, we really shouldn't muff it
this time."

"Tom, I agree with you and I know this
is Governor Love's strong wish in this regard.
In talking to Larry, it seems to me that if
we can make some decisions on the 5th we at
least will be in a shape to deal with them
but anything later than that is just going
to mean that the chances of getting someone
else writing the wrong bill on the back of an
envelope or :'t;hat s,ort of thing which we' have
too much of anyhow. So we'll meet that dead-
line. I think that you ought to, Larry, keep
the Board advised when these meetings are,
people like Herb, anyone who might want to
attend these meetings. I think they should
be kept completely up to date. They ought to
have an opportunity to know when they are and
to attend them. We don't expect them to
attend them but we'd like to know when they
are. II

"I would like to add this. I think every
Board member ought to realize this, that Sena-
tor Denny and his committee have already
decided to start holding hearings on these
bills. Draft No.1, which is the Water
Rights Determination Act, is in the process
of being printed. Now that doesn't mean that
we can't offer amendments to it. Draft No.2
on beneficial use and the volumetric concept
is also being printed and Draft No. 3 on
reservoirs. We haven't completed the one on
exchange yet nor have we completed the house-
keeping bills into which we would incorporate
the principles suggested here by tarry, that
