<br />I <br /> <br />vote in principle on bill #l or bill #7, we <br />know what we are doing in terms of overall <br />policy. We don't expect the engineers and <br />lawyers to work out what those are. But I <br />admit, and I try to keep as reasonably good <br />intentions as possible, I don't know con- <br />cisely what the policy considerations are we <br />are going to be talking about. <br /> <br />I think we have got to review this <br />material in terms of what are the present <br />policy considerations, what are the changes, <br />so that we can act promptly and, I hope, well <br />on all these matters. But I think, perhaps, <br />we are not going to have policy determinations <br />on all these bills that Mr. Geissinger's <br />committee will agree with. I think it's <br />going to be a great mistake for Mr. Geissinger's <br />committee and for this Board and water users <br />to rehash what has been going on for the last <br />year. If we can't have some uniformity of <br />agreement, we're going to get something in <br />the legislature worse than we have gotten in <br />the past. That undoubtedly means some modi- <br />fication of the Geissinger committee's <br />objectives, if we as a Board make some deter- <br />minations, but it is a matter of give and take <br />and coming up, in my opinion, with the best <br />concensus of what we should do this year that <br />we possibly can. <br /> <br />I <br /> <br />Larry, I know that's a big job for you <br />but with Mrs, Keating's help you can turn out <br />more material in a shorter time than anybody <br />I know of. So I want to know, unless there <br />is some disagreement from the Board, what We <br />are doing on a policy level when we act on <br />the 5th.
