I

vote in principle on bill #l or bill #7, we
know what we are doing in terms of overall
policy. We don't expect the engineers and
lawyers to work out what those are. But I
admit, and I try to keep as reasonably good
intentions as possible, I don't know con-
cisely what the policy considerations are we
are going to be talking about.

I think we have got to review this
material in terms of what are the present
policy considerations, what are the changes,
so that we can act promptly and, I hope, well
on all these matters. But I think, perhaps,
we are not going to have policy determinations
on all these bills that Mr. Geissinger's
committee will agree with. I think it's
going to be a great mistake for Mr. Geissinger's
committee and for this Board and water users
to rehash what has been going on for the last
year. If we can't have some uniformity of
agreement, we're going to get something in
the legislature worse than we have gotten in
the past. That undoubtedly means some modi-
fication of the Geissinger committee's
objectives, if we as a Board make some deter-
minations, but it is a matter of give and take
and coming up, in my opinion, with the best
concensus of what we should do this year that
we possibly can.

Larry, I know that's a big job for you
but with Mrs, Keating's help you can turn out
more material in a shorter time than anybody
I know of. So I want to know, unless there
is some disagreement from the Board, what We
are doing on a policy level when we act on
the 5th. How do you expect to use your
advisory committee between now and the 5th?"
