We re- <br />viewed this legislation in light of those <br />recommendations. <br /> <br />The committee that has worked on these <br />bills has tried to incorporate some of those <br />recommendations into the legislation. I think <br />they are there in one form or another. The <br />disagreement at this time concerns the methods <br />employed. It seems to me that we can by <br />tomorrow rephrase what was contained in our <br />report to the Governor in 1964 and the objec- <br />tives which should be attained by this <br />legislation. ObviouSly the legislature <br />merely prescribed broad policy guidelines. <br />Most of the things we think should be done <br />are incorporated in the proposed legislation <br />in one bill or another. They are not satis- <br />factorily geared together in our opinion at <br />this time in the eight bills. <br /> <br />I <br /> <br />As the Chairman has stated, we are only <br />a very small part of the complex political <br />machinery in this state. We can do nothing <br />more than to make recommendations. We have <br />no responsibility in connection with enact- <br />ment of legislation. The committee that has <br />, <br />worked on this has done a tremendous job. We <br />will,however, within the next two weeks, in <br />addition to the specific policy guidelines <br />which we think the Board has already adopted, <br />come up with pinpoint recommendations as to <br />what changes we think should be made in the <br />proposed legislation. We have been working <br />on that and will have it completed within <br />two weeks. This means we'll meet with Mr. <br />Geissinger and the other members of his com- <br />mittee. We will then ask the advisory com- <br />mittee to meet in about two weeks time, pre- <br />paratory to the Board meeting, if we have <br />one, on February 5th. <br /> <br />I agree that ther,e is an urgency in this <br />matter, I am confident that the legislature <br />intends to do something this session.
