"Thank you, Tom. It is always good to
have a new face here, because most of the
conversation I heard prior to your statement
I'd heard two years ago and four years and
six years ago. I have great hopes, as every-
one knows, that this would be the year for
legislation. I've been talking about that at
these meetings to other members of the Board.
I hope we can go ahead.

Let me give you my philosophy of where
we stand. I think this board is a policy
making agency. As an individual member, I
have no immediate interest in the language of
the legislation. I think for any of u~ on
this Board to go into the detail of language
would be a significant mistake. As Mr. Moses
knows, we retain him as the attorney for this
Board and when I ask him if, in his opinion
as attorney for the Water Board, he thinks
the legislation expresses the policy of the
Board and he says yes, I accept his decision
as such. So this is what I will be asking
at the appropriate time, Mr. Moses, and I
am sure others will too."

office today. I have tried to follow and
index and see the changes but I must confess
my research has been inadequate. As a law-
yer. I would like to have for each of these
questions and bills that are going to come
up, I know this is a tough job for you Larry
but you are used to those, what is the present
policy: what is the change in policy which
