two areas where, on page three of his memoran-
dum, that it doesn't provide sufficient
detail or legislative policy for the inte-
grated adjudication and administration of
the surface and ground water rights and that
segment fails to recognize the accumulative
problem in the South Platte and the Arkansas
Valleys. Maybe if we concentrate our efforts
on these two areas we could come up with some
suggestions that would be helpful to the com-
mittee and to the legislature.

I feel some chagrin that this work devel-
oped at a time when it wasn't possible for me
to participate in it last summer for other
reasons. I have not taken an active part
in the preparation of any of this although I
have been supplied with all of the materials
and I've talked to many of the people in-
volved. I believe I have a reasonable back-
ground of the direction of this legislation.
I have been to several meetings where the
legislation was discussed. I suppose all
lawyers have a certain amount of pride of
authorship and if I were going to write it
myself, I wouldn't have written it in exactly
this way. But I do think it provides for
significant forward progress and it seems to
me we could be most helpful if we could come
up with something in a relatively short time
that would be constructive in the way of
specific suggestions for additions to the
bills."

attending meetings in your area, Herb. What

"I appreciate what Jim and Glenn Saunders
and all that committee that has worked on this
thing has done, but it upsets me a little
when we talk about meetings allover the
state and what has come from the meetings.
