VANDEMOER: <br /> <br />U,,",,:.I <br /> <br />two areas where, on page three of his memoran- <br />dum, that it doesn't provide sufficient <br />detail or legislative policy for the inte- <br />grated adjudication and administration of <br />the surface and ground water rights and that <br />segment fails to recognize the accumulative <br />problem in the South Platte and the Arkansas <br />Valleys. Maybe if we concentrate our efforts <br />on these two areas we could come up with some <br />suggestions that would be helpful to the com- <br />mittee and to the legislature. <br /> <br />I feel some chagrin that this work devel- <br />oped at a time when it wasn't possible for me <br />to participate in it last summer for other <br />reasons. I have not taken an active part <br />in the preparation of any of this although I <br />have been supplied with all of the materials <br />and I've talked to many of the people in- <br />volved. I believe I have a reasonable back- <br />ground of the direction of this legislation. <br />I have been to several meetings where the <br />legislation was discussed. I suppose all <br />lawyers have a certain amount of pride of <br />authorship and if I were going to write it <br />myself, I wouldn't have written it in exactly <br />this way. But I do think it provides for <br />significant forward progress and it seems to <br />me we could be most helpful if we could come <br />up with something in a relatively short time <br />that would be constructive in the way of <br />specific suggestions for additions to the <br />bills." <br /> <br />"Thank you, Ray.
