One is that <br />I don't know of any legislative effort in <br />the water field where there has been so much <br />time spent by so many people and where there <br />has been such general participation as there <br />has been in the drafting of this legislation. <br />I am sure that the result of any kind of com- <br />mittee effort in any field is never entirely <br />satisfactory to everyone. In legislation, I <br />guess, politics is the art of the possible. <br /> <br />I had not seen Mr. Sparks memorandum <br />until this morning, but it seems to me that <br />we might have a situation here where we could <br />support much of this legislation and be con- <br />structive in making suggestions in any type <br />of additions which we feel would make it a <br />better product. I'm inclined to agree with <br />the Chairman that this is a late hour to <br />attempt a change or massive revisions. No <br />matter what this Board comes up with, I'm <br />sure that there will be many segments of the <br />water using public that will have other opinions <br />concerning it just as I am sure that these <br />drafts do not have unanimous support. I think <br />these drafts are a concensus of the majority <br />of the interested people in the state. Per- <br />haps solution wise in trying to pinpoint the <br />matters which Mr. Sparks feels, as he has <br />pointed out in his memorandum, in particular' <br /> <br />I <br />
