not attorneys but we try to give you practical
sides to it and what we think will and won't
work. But when we get back and read this I
can't see it. In fact, in our area I think we
would be better off to stay with what we have
than to go with this type of legislation.,

I think you are trying to help US in
the Platte and in the Arkansas, you sure
aren't helping the western slope - I don't
think they have any axes to grind on this.
Your help may be fine, but we may all be dead'

We've got wells drilled in '53 and '54,
if we put them on this adjudication baSis
that you mention in this law, we have old
ditches that used to have goOd rights, got
a lot o~ water and then through the years,
the 50~s and early 60's we got a lot of
wells. We lost this water in the ditches so
we got wells and We tied them in ,with our
ditch rights. I talked to Mr. Gotley Blout
and I ~hought the engineer's approach in our
area would be to let our ditches in our area
go back to an historical average, get back ,.
to the water we had in the 50's in the ditches.
If we had that water we wouldn't have to run
our wells: we wouldn't have to be the so-
called Outlaws that we are now.

Our Pawnee Ditch has gone to half the
flow it had before 1950, so we are running
wells with the Pawnee Ditch.' I can't see
how we help ourselves by going on something
that makes our wells 1953 rights and our
Pawnee Ditch 1882. You are going too fast
for us. We've got to do something about
finding out how much water we are entitled
to andwe',ve got to tie our wells with our
ditches and then I'll go along with you on
legislation. I think your idea of the water
courts and all these things are fine, but I'm
