I talked to Mr. Gotley Blout <br />and I ~hought the engineer's approach in our <br />area would be to let our ditches in our area <br />go back to an historical average, get back ,. <br />to the water we had in the 50's in the ditches. <br />If we had that water we wouldn't have to run <br />our wells: we wouldn't have to be the so- <br />called Outlaws that we are now. <br /> <br />Our Pawnee Ditch has gone to half the <br />flow it had before 1950, so we are running <br />wells with the Pawnee Ditch.' I can't see <br />how we help ourselves by going on something <br />that makes our wells 1953 rights and our <br />Pawnee Ditch 1882. You are going too fast <br />for us. We've got to do something about <br />finding out how much water we are entitled <br />to andwe',ve got to tie our wells with our <br />ditches and then I'll go along with you on <br />legislation.
