<br />legislation, Why we did these things. We <br />just didn't pull these out of the air. <br /> <br />I can tell you this, it is really tougher <br />than a full time job. I am sure that anybody <br />who is familiar with water will realize this. I, <br />But I tried to rely on the 'professionals iri <br />this field both from the standpoint of the <br />engineers and the lawyers after getting the <br />views of the water users and then making <br />assignments and having everybody review every- <br />body else's work. The state engineer's <br />office, the Water Conservation Board, U. S. <br />Geological Survey, reviewed all these engi- <br />neering reports. They reviewed each other's <br />reports. They tried to get common denomina- <br />tions and definitions throughout their re- <br />ports. That in itself takes lots of time. <br />I don't know how many meetings We have had <br />throughout thlll state. I know the colorado <br />Water Congres$ and I want to acknowledge <br />Gordon Scheer, who is here, as the Director <br />of the Colorado Water Congress, has sponsored <br />a series of mllletings throughout the state. I <br />think there Wlllre seven of those. Where were <br />we? We were in Fort Lupton, Fort collins, <br />Sterling, Alamosa, South Fork. Mr. Kroeger, <br />your own Board member, arranged for the last <br />meeting down in Durango. There was one in <br />Grand Junction. I didn't get to Steamboat <br />Springs but Ralph Owens was kind enough to go <br />up there and pinch hit for me. We talked to <br />Soil Conservation Boards, to the Soil Conser- <br />vation Convention - they had a panel there - <br />we have tried to inform everybody. <br /> <br />We are only going to get the kind of <br />legislation that we put forward if it's <br />basically sound. The combination is every- 1- <br />body's thinking. We've been over this first <br />bill 20 times. We've had comments not only <br />from lawyers on the committee but from all <br />over the state and we've appreciated that and <br />we've worked on all their comments. I agree <br />with Larry that there are areas here where we <br />need additional statutory guidelines. I hope, <br />
