on this. I went the same way with the state
engineer's office, with Mr. Ralph Owens, and
he said he would sort of like to sit in on
some of these meetings with the engineers and
I said fine. Now nobody has been excluded
from this at all and everybody has been in-
formed, both water users and water districts.

I would say in conclusion that these
ideas didn't come from the lawyers, the only
real idea which came from the water users was
'We want a simplified system for acquiring
water rights and determining these water
rights'. The bulk of it comes from the engi-
neers and that's what we paid them for. We
have got a short summary of conclusions of
these engineers. In the summary report on
the Arkansas and the summary report on the
Platte, we have their findings, recommenda-
tions and conclusions. If you want to go
further and read the backup material which I
am sure many of you will want to do, that is
available. Clyde and Criddle the same thing.
They came over here and they interviewed
water users, they talked to many people in
this room, they talked to all the various
state agencies and they came up with their
recommendations and conclusions and surprisingly
enough, they dovetailed in perfectly well with
what has happened.

Somebody, in one of the interim legisla-
tive council committees, and by the way, we
have met with that committee every time it
has met, two times last spring and two times
this fall, they didn't come up with recommend-
ations: they directed me to continue to hold
these meetings throughout the state to try to
get all the modifications in here that we
could: but they did make a summary of these
bills also. That was prepared for the Gen-
eral Assembly members but they have about
1000 of those over there and I would particu-
larly like to see each member of the Water
Board have one of those because they state
what the reasons were for some of this
