thing, is the interest that has been created
in this and the desire on the part of the
people for SOme improvements in our water
laws of the State of Colorado.

Our basic law is good. It is so good
that it has been adopted in other states.
By the way, I have had inquiries from other
states about these various things we have
been doing. The State of Ohio, their water
commission has written and wants to know
about our court plan. They are interested
in a court plan back there. We get other
inquiries from other states. But we have got
a good law. It's the most flexible water law
that there is. It has its weaknesses. One
is putting this ceiling on wells in accord-
ance with what the case law already is.

I'm not going to go into detail on the
other bills but what we have attempted to do
here, I would caution and let me say this -
we have some very good summaries on these.
Mr. Sparks has issued a very good summary for
you. Mr. Feast of the Colorado Water Congress
has been reporting this in the COlorado Water
Congress news and he does an excellent job of
summarizing these bills. Mr. Bert Hanna has
had some excellent stories summarizing these
matters. This has all been a big help because
we wanted to inform the people. I haVe always
said and will say today, if somebody can
build a better mousetrap, we are all for tak-
ing a look at it. We certainly appreciate
the cooperation of the Water Board staff.

I do just want to say this, when I started
on this in April we had a deadline. Mr. Sparks
and Mr. Eckles met with these engineers on
February 20 and they outlined what they wanted 1-
these engineers to be doing and I tried to
follow that outline meticulously. I knew
that Mr. Sparks was busy with his Colorado
River project. As a matter of fact when I
talked with him in April, he told me he
wouldn't be available for some time to work
