It is so good <br />that it has been adopted in other states. <br />By the way, I have had inquiries from other <br />states about these various things we have <br />been doing. The State of Ohio, their water <br />commission has written and wants to know <br />about our court plan. They are interested <br />in a court plan back there. We get other <br />inquiries from other states. But we have got <br />a good law. It's the most flexible water law <br />that there is. It has its weaknesses. One <br />is putting this ceiling on wells in accord- <br />ance with what the case law already is. <br /> <br />I <br /> <br />I'm not going to go into detail on the <br />other bills but what we have attempted to do <br />here, I would caution and let me say this - <br />we have some very good summaries on these. <br />Mr. Sparks has issued a very good summary for <br />you. Mr. Feast of the Colorado Water Congress <br />has been reporting this in the COlorado Water <br />Congress news and he does an excellent job of <br />summarizing these bills. Mr. Bert Hanna has <br />had some excellent stories summarizing these <br />matters. This has all been a big help because <br />we wanted to inform the people. I haVe always <br />said and will say today, if somebody can <br />build a better mousetrap, we are all for tak- <br />ing a look at it. We certainly appreciate <br />the cooperation of the Water Board staff. <br /> <br />I do just want to say this, when I started <br />on this in April we had a deadline. Mr. Sparks <br />and Mr. Eckles met with these engineers on <br />February 20 and they outlined what they wanted 1- <br />these engineers to be doing and I tried to <br />follow that outline meticulously. I knew <br />that Mr. Sparks was busy with his Colorado <br />River project. As a matter of fact when I <br />talked with him in April, he told me he <br />wouldn't be available for some time to work <br />
