Actually, the ex- <br />pertise is going to find these facts. <br /> <br />I <br /> <br />In all of these bills, so that this <br />group and other groups will understand these <br />problems, I agree with Larry Sparks that we <br />are not ready to act today as a matter of <br />policy here but certainly this Board is a <br />policy making board and I would hope some- <br />time soon that we will be familiar enough with <br />this so that we can determine which of these <br />various proposals we can go for and those <br />that we can't. Nobody has a corner on this <br />but it is a terrific deal to even put some- <br />thing down on paper. Last spring we wanted <br />to get as wide a base for this as we possibly <br />could so number one, we wrote to all the <br />water users and water users organizations <br />throughout the state: soil conservation dis- <br />tricts: water conservation districts: all of <br />the major ditches: many of the smaller <br />ditches. We wanted to put something forth <br />as soon as we could so everybody would be <br />able to look this over and come up with <br />criticisms and comments and suggestions. <br /> <br />I <br /> <br />The-basic provisions in these bills were <br />forwarded to Mr. Sparks the last part of <br />September and the early part of October. Sure <br />we've had lots of changes. We've had them <br />from allover the state and we are still <br />meeting allover the state. I met down in <br />Durango just last week. I'm sure that those <br />in the legislature are going to be very con- <br />cerned this time and they are going to have <br />hearings on this. Senator Wayne Denny, who <br />heads the Senate committee, has set aside <br />Monday and Tuesday mornings at 8:00 A. M. for <br />hearings on these various proposed bills. <br />There are many suggestions and as I have <br />already told Larry, some of these guidelines <br />that he is talking about should be imple- <br />mented and should be put in here. We are <br />getting them all the time but the beauty of <br />the whole thing, and the most gratifying <br />
