few months thereafter. Actually, the ex-
pertise is going to find these facts.

In all of these bills, so that this
group and other groups will understand these
problems, I agree with Larry Sparks that we
are not ready to act today as a matter of
policy here but certainly this Board is a
policy making board and I would hope some-
time soon that we will be familiar enough with
this so that we can determine which of these
various proposals we can go for and those
that we can't. Nobody has a corner on this
but it is a terrific deal to even put some-
thing down on paper. Last spring we wanted
to get as wide a base for this as we possibly
could so number one, we wrote to all the
water users and water users organizations
throughout the state: soil conservation dis-
tricts: water conservation districts: all of
the major ditches: many of the smaller
ditches. We wanted to put something forth
as soon as we could so everybody would be
able to look this over and come up with
criticisms and comments and suggestions.

The-basic provisions in these bills were
forwarded to Mr. Sparks the last part of
September and the early part of October. Sure
we've had lots of changes. We've had them
from allover the state and we are still
meeting allover the state. I met down in
Durango just last week. I'm sure that those
in the legislature are going to be very con-
cerned this time and they are going to have
hearings on this. Senator Wayne Denny, who
heads the Senate committee, has set aside
Monday and Tuesday mornings at 8:00 A. M. for
hearings on these various proposed bills.
There are many suggestions and as I have
already told Larry, some of these guidelines
that he is talking about should be imple-
mented and should be put in here. We are
getting them all the time but the beauty of
the whole thing, and the most gratifying
